Director of Code Enforcement

​Pay: From $95,000.00 per year

Job description:

Under the general direction of a municipal official (e.g., Town Supervisor or designee), this position administers and directs the municipality’s Code Enforcement Department. The incumbent is responsible for the enforcement of all applicable municipal codes, including the New York State Uniform Fire Prevention and Building Code, zoning regulations, and local ordinances.

The Director of Code Enforcement oversees plan review and approval for significant construction projects, investigates and responds to complex complaints and violations, and certifies unsafe or dangerous structures. The position provides supervision to technical and clerical staff and ensures consistent enforcement of all applicable codes and regulations.

This position is subject to Dutchess County Civil Service rules and requirements. The incumbent will serve provisionally until permanent appointment is achieved through Dutchess County Civil Service procedures.

Typical Work Activities

Typical work activities include, but are not limited to, the following. This list is not exhaustive and does not limit a supervisor’s ability to assign related duties reasonably associated with the position:

Directs and supervises the administration and enforcement of municipal codes, including the NYS Uniform Fire Prevention and Building Code and local zoning regulations
Oversees issuance and review of permits, including building permits, certificates of occupancy, and related approvals for development projects
Reviews and authorizes plans and specifications for significant or complex construction projects
Responds to inquiries, complaints, and violations related to code enforcement and building standards
Investigates and prepares formal responses to code violations and enforcement matters
Coordinates inspections and enforcement actions, including unsafe or dangerous structure determinations and certifications
Attends and represents the municipality at meetings with boards, committees, and outside agencies as required
Works in coordination with boards and departments such as zoning, planning, water, sewer and fire advisory
Provides supervision, training, and evaluation of departmental staff
Minimum Qualifications

Graduation from high school or possession of a high school equivalency diploma and: EITHER:

(A) Graduation from a regionally accredited or New York State recognized college or university with a Bachelor's degree in engineering, architecture building science or a related field and two years of full-time work experience supervising the construction of buildings as a building contractor, construction superintendent, general contractor or construction supervisor;

OR:

(B) Six years of full- time work experience supervising the construction of buildings as a building contractor, construction superintendent, general contractor or construction supervisor;

OR:

(C) A satisfactory equivalent combination of training and experience within the limits of (A) and (B) above.

NOTE: Full-time experience as a qualified municipal building or plumbing inspector or as an assistant municipal building or plumbing inspector may be substituted for the above work experience or education requirement on a year-for-year basis.

Special Requirements

​Zoning Inspector

Explains and interprets the requirement of and methods for compliance with local planning and/or zoning ordinances to contractors, owners, engineers, architects and the general public;
Examines plot and subdivision plans and applications;
Performs field inspections of real property and building structures concerning authorized land usage to determine compliance with planning and/or zoning regulations;
Receives and investigates complaints of violations of planning and/or zoning regulations;
Follows up on violations with further correspondence and additional inspections in an effort to have violators come into compliance;
Grants or denies certificates of conformance with planning and/or zoning ordinances;
Issues summonses for non-compliance with property maintenance, planning and/or zoning regulations;
Keeps records of applications and inspections and certificates granted;
Prepares and maintains records and reports on activities including violations of the planning and/or zoning regulations and recommended actions to correct them;
Collects fees for applications;
May act as a liaison to municipal boards i.e. Zoning Board of Appeals or Planning Board;
May appear in court and give testimony regarding planning and/or zoning code violations as required;
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
